This research cluster examines international energy relations, which include resource nationalism in energy producing States (Russia, Central Asia among others), import diversification policies of the European Union (EU) member states, an emerging EU’s external energy policy, and overall dynamics of energy governance in Europe and Russia. The scope of the cluster is also related to the recent challenges in international gas markets, the development of shale gas and the impact of gas liberalization in Europe on Russia. At the same time, the cluster looks at the frameworks of an international energy governance: the Energy Charter process (the Treaty and related documents, potential alternatives and their perspectives), EU-Russia energy dialogue, and the Energy Community Treaty. Last but not least, environmental policies become an integral part of both domestic energy policy dynamics and of international governance agenda’s. Issues of renewable energy promotion and energy efficiency best-practice transfer will be hence addressed within this research framework.
